Command Staff

Deputy Chief Anthony S. Vazquez
Began his law enforcement career in July 2014 as a Police Officer with the DeKalb County Police Department, assigned to the North Central Precinct in Tucker. In September 2016, he transferred to the DeKalb County Marshal’s Office, where he initially served in the Civils Unit, executing evictions, and serving civil process. He was later reassigned to the Warrant Unit, where he spent several years serving warrants issued by the Magistrate and State Courts of DeKalb County. In April 2017, Deputy Chief Vazquez earned his Special Weapons and Tactics (SWAT) certification through the Barrow County Sheriff’s Office and became a key member of the Marshal’s Response Team, executing high-risk evictions and warrants. That same year, he became a certified Field Training Officer, responsible for mentoring and training newly hired deputies. In July 2019, he obtained his POST Instructor Certification and began conducting annual in-service training and other instructional sessions based on departmental needs. Deputy Chief Vazquez was promoted to the rank of Lieutenant in May 2021, assuming the role of Support Division Commander. In August 2021, he became a POST-certified Firearms Instructor, qualifying him to conduct departmental firearms training. He was promoted to Major in August 2022 and assigned as the Court Division Commander. Deputy Chief Vazquez earned a Bachelor of Science in Criminal Justice from Georgia State University in 2013 and a Master of Science in Criminal Justice Administration from the same institution in 2020. He is a graduate of the 91st Command Officers Development Course at the University of Louisville’s Southern Police Institute, the Georgia Association of Chiefs of Police Chief Executive Training Course, the FBI Georgia Law Enforcement Executive Development Seminar, and the Leadership DeKalb Class of 2024. He also holds the Management Certification from the Georgia POST Council.

Major Jonathan L. Lewis
Began his law enforcement career in July 2008, commencing his service as a dedicated Police Officer with the DeKalb County Police Department. In recognition of his exceptional bravery and commitment to duty, in October 2015, Major Lewis was bestowed with the prestigious Medal of Honor by the DeKalb County Police Department. He was also awarded the United States Attorney General, State and Local Law Enforcement, Congressional Badge of Bravery. In February 2017, Major Lewis was promoted to Detective in the Special Victims Unit, tackling sensitive cases across DeKalb County. Major Lewis transferred to the DeKalb County Marshal’s Office in January 2020, assigned to the Civil Unit. He was promoted to the position of Lieutenant and assigned as the Evictions Unit Commander in November 2020. Major Lewis achieved yet another milestone in August 2022 when he was promoted to the rank of Major. As the Field Division Commander. Major Lewis earned both his bachelor’s and associate’s degrees in criminal justice from Columbia Southern University. He is a graduate of the 88th Command Officers Development Course at the University of Louisville’s Southern Police Institute. Additionally, Major Lewis has completed the Georgia Chiefs of Police Executive Training Program, Leadership DeKalb Class of 2017, and the Georgia Internal Affairs Investigators Training Program. Major Lewis graduated from the Georgia Command College Class 94 through Columbus State University in 2025, earning his master’s degree in public safety administration. Major Lewis holds Georgia POST certifications in Management, Field Training Officer, and Public Information Officer.

Major Anthony Cappuccio
Served in the United States Marine Corps from 2001 to 2002. During his time in the Marine Corps, Major Cappuccio rose to the rank of Sergeant, serving as an infantry squad leader with Easy Company, 2 Battalion, 2nd Marine Division. Shortly after his active-duty service, Major Cappuccio began his law enforcement career. During his twenty years of law enforcement service, he has worked for the Fulton County Sheriff’s Office, Fulton County Marshal’s Office, City of Avondale Estates Police Department, and the DeKalb County Marshal’s Office.  During his tenure with the DeKalb County Marshal’s Office, Major Cappuccio has served as the lead departmental instructor, Department Range Master, Lieutenant over the Civil Process Unit, Lieutenant over the Eviction Unit, Commander of the Marshal Entry Team, and currently serves as the Court Division Commander. He is a Georgia Peace Officer Standards and Training Council (GA POSTC) certified General Instructor, Defensive Tactics Instructor, Firearms Instructor, and Use of Force Instructor.  He also holds a GA POSTC Field Training Officer certification and a Managerial certification. Major Cappuccio graduated from Kennesaw State University in 1999 and is currently pursuing his master’s degree in criminal justice administration at Columbus State University. He is an alumnus of the Southern Police Institute at the University of Louisville and has graduated from the Georgia Association of Chiefs of Police Chief Executive Training Class. Major Cappuccio is also a recent graduate of Leadership DeKalb, Class of 2025.

Captain Eugene A. Picou
Began his law enforcement career in June 1998 as a Police Officer with the DeKalb County Police Department. In 2000, he received the Exceptional Merit Award from the DeKalb County Police Department for his exceptional bravery and lifesaving efforts while on duty. Captain Picou underwent DeKalb County Special Weapons and Tactics (SWAT) training in November 2003. In May 2012, he transferred to the DeKalb County Marshal`s Office, where he was assigned to the Evictions Unit. In March 2021, he was promoted to Sergeant, assigned as the Evictions Supervisor and Assistant Commander of the Marshal’s Response Team. In August 2022, he was promoted to Lieutenant and assigned as the Evictions Unit Commander. In January 2023, he was promoted to Captain and assigned as the Field Division Assistant Commander. He is a graduate of the 91st Command Officers Development Course at the University of Louisville Southern Police Institute. Captain Picou holds his Managerial certificate and is a certified Field Training Officer through the Georgia Post Council. Southern Police Institute. Picou holds Georgia POST certifications in Supervisory and Field Training Officer. 

Captain John E. Mason
Began his career in public service in 2006 as a member of the DeKalb County Fire Department. Later, in March 2012, he joined the East Point Police Department as a law enforcement officer. He was promoted to Corporal in 2014. Captain Mason became a Field Training Officer while at the East Point Police Department and trained new hires who entered the agency. In December 2017, he moved to the DeKalb County Sheriff’s Office and, a year later, transferred to the DeKalb County Marshal’s Office, where he worked in the Evictions Unit. In July 2021, Captain Mason completed a Hostage Negotiations training course while serving as a member of the Marshal’s Response Team. He received a promotion to Sergeant in March 2022 and advanced to Lieutenant in September of the same year. In January 2023, Captain Mason was promoted to Captain and assigned to the Court Security Division as the Assistant Commander. He graduated from the 92nd Command Officer’s Development Course at the University of Louisville Southern Police Institute. Captain Mason is currently pursuing a Bachelor of Science in Psychology through Columbia Southern University and plans to obtain his Management Certification through the Georgia POST Council.

Captain Anthony M. Robinson
Began his law enforcement career in April 2015 as a Police Officer with the City of Decatur Police Department. In July 2021, he transferred to the DeKalb County Marshal’s Office, where he was assigned to the Evictions Unit. In July 2022, he was promoted to Corporal and reassigned to assist with training for the department. In January 2023, he was promoted to Captain, commanding the Support Services Division, which comprises the following units: Supply, Training, Information Technology, Special Projects, and the Marshal’s Response Team. Captain Robinson is a graduate of Northwestern’s School of Police Staff and Command College. He is currently pursuing an associate’s degree in criminal justice. He holds multiple Georgia POST certifications, including Field Training Officer, General Instructor, Use of Force Instructor, Firearms Instructor, and Managerial Certification.
