Charles E. Bailey serves in Division A-4 of the State Court of DeKalb County. His prior judicial service includes Division B-10 of the State Court of DeKalb County, the Municipal Court of the City of Decatur, the State Court of DeKalb County, Traffic Division, and the DeKalb County Recorder’s Court.
An Atlanta native, Judge Bailey was born in DeKalb County. He earned his Doctor of Jurisprudence from Vanderbilt Law School, and is licensed to practice law in Georgia, Tennessee, and New York. Immediately after law school, Judge Bailey served as a staff attorney and law clerk to the Chief Judge of the U.S. District Court for the Middle District of Tennessee. His legal career has since included private practice in all types of domestic relations law, criminal defense, juvenile delinquency proceedings, workers compensation, personal injury, and wrongful death litigation. Judge Bailey also worked with the Public Defender’s offices of DeKalb County (GA), Otsego County (NY), and Metropolitan Nashville and Davidson County (TN). He was registered in 2010 as a neutral with the Georgia Commission of Dispute Resolution, including the areas of General Mediation, Domestic Relations Mediation, Arbitration, and Specialized Domestic Violence Mediation, and was an approved neutral for the Superior Court ADR programs of DeKalb County, Fulton County, and Cobb County.
Before pursuing a career in law, Judge Bailey worked for a community mental health center providing intensive case management services to people with chronic and severe mental illness, and for several years in the field of higher education administration at his alma mater, Vanderbilt University. Judge Bailey is the father of two adult children, including an adult son with intellectual and developmental disabilities. He and his family reside in Decatur, Georgia.
House Bill 77 Legislation passed in July 2021 and made effective January 1, 2022. The new law, provides that the current Jury Division be renamed DIVISION A. The name Jury Division will not be used on and forward of January 1, 2022 and shall be referred to as DIVISION A of DeKalb County State Court.
